AAS stands for Automatic Advancement Scheme which is applicable for Salaried employees of AP and Telangana. Government Servants, those who are not get promotions after completion of the certain period in the same cadre, even they are having eligibility, but they are not able to get promotion due to non-availability of the posts and vacancies. In that context, for the welfare of the Govt. Servants are sanctioned increments. This procedure is called for Automatic Advancement Scheme.

The state Govt. of AP introduced Automatic Advancement Scheme(AAS) from 01-04-1981 as per the G.O.Ms.No.117, Finance and Planning (FW.PRC-I) Department, date: 25-5-1981. Later , the schme was extended to teachers those who were working in Govt, , Zilla Parishads(ZP), Municipalities, Municipal Corporations and Panchayat Samithees and also Aided Management as per the G.O.Ms.No.164, Finance, and Planning (FW.P.R.C.-I) Department, date: 01/06/1982 & G.O.Ms.No.78, Finance and Planning (FW.P.R.C.–I) Department, date: 13-3-1984.
In PRC-2010, the awarding of AAS to Govt. Servants on completion of 6/12/18/24 years if He /She were not able to the get promotion in time. Previously the tenure for sanctioning AAS was 8/16/24 years. The new AAS(6/12/18/24) was came into the force from 01.02.2010 as per the GO Ms No:96, Dt:20.05.2011. Before 01-02-2020 Awarding AAS as Follows.

A Salaried Govt. employee of AP and Telangana on completion of 6 years of service in a particular post shall be appointed to the Special Grade Post Scale which is the next higher scale above the pay scale of the post he/she is holding.
A Salaried Govt. employee of AP and Telangana on completion of 12 years of service in a particular post shall be appointed to the Special Promotion Post Scale I-A.
An employee on completion of 18 years’ service in a particular post, shall be allowed one increment in the Special Promotion Post Scale I-A or Special Adhoc Promotion Post Scale I-A as the case may be, which shall be called Special Promotion Post Scale I-B / Special Adhoc Promotion Post Scale I-B
Special Promotion Post Scale II (SPP-II) (24 years)
An employee, on completion of 24 years of service in a particular post, shall be placed in the scale of the post applicable to the second level promotion post to the original post held by him. The employees after availing the benefit of SPP II are not eligible for the Automatic Advancement Scheme on their further promotions.
(a) The pay fixation on appointment to Special Grade /Special Promotion Post Scale-I-A/Spl.
Promotion Post Scale-II/Special Adhoc Promotion Post I-A and
Special Adhoc Promotion Post II shall be under FR 22 (a) (i) read with F.R.31 (2).
(b) One increment shall be allowed in the existing scale on appointment to Special Promotion Post Scale I-B/ Special Adhoc Promotion Post Scale I-B.
(a) In case of Promotions from the Special Grade and Special Promotion Post I A &B, the pay shall be fixed under FR 22-B.
(b) In case of promotions from Special Promotion Post Scale II, the pay shall be fixed under FR 22(a)(i) read with FR 31(2).
ఒక పోస్టులో 6సం॥ సర్వీసు పూర్తిచేసిన ఉద్యోగికి ప్రస్తుతము తాను పొందుతున్న స్కేలు తదుపరి స్కేలు ను స్పెషల్ గ్రేడ్ పోస్టు స్కేలు గా మంజూరుచేస్తారు.
దీనిని SPP-IA,SPP-IB అను రెండు భాగాలుగా విభజించారు.
ఒక పోస్టులో 24సం॥ సర్వీసు పూర్తిచేసిన ఉద్యోగికి సర్వీసురూల్స్ ప్రకారం తాను పొందబోవు రెండవ ప్రమోషన్ పోస్టు స్కేలును SPP-II స్కేలుగా మంజూరుచేస్తారు. అట్లే SAPP-I స్కేలు పొందుతున్న ఉద్యోగికి, దాని తదుపరి స్కేలును SPP-II స్కేలుగా మంజూరుచేస్తారు.
ఒకవేళ SPP-I స్కేలు పొందుతున్న ఉద్యోగికి 2వ ప్రమోషన్ పోస్టులేని సందర్భంలో SPP-I స్కేలు తదుపరి స్కేలును SPP-II స్కేలుగామంజూరుచేస్తారు. అట్లే SAPP-IA స్కేలు పొందుతున్న ఉద్యోగికి, దాని తదుపరి స్కేలును SPP-II స్కేలుగా మంజూరుచేస్తారు.
